@Wolf: In Japan it is almost impossible to seize land contrary to Europe where you as a owner have not that many rights. Therefore still vegetable fields exist within Narita where the farmers can go with police protection :)
(you may check "Enteignung" in the German wikipedia and all the laws behind it which make it quite easy e.g. in Germany)
