What happened to BlackBerry 10.3.2?

Two month ago I got a heads up about an upcoming BlackBerry 10 Update to version 10.3.2. Then nothing happened. I asked and got an evasive answer. Something about an "implementation issue".

Now it turns out that BlackBerry wanted to launch a new activation lock. If somebody steals your BlackBerry, they can't just wipe it and reinstall for themselves. And with this update BlackBerry shot itself in the foot. Back to development.

Vodafone hotline told me yesterday new date for 10.3.2 OTA update is Sept 1. Let's see.

Availability/rollout of 10.3.2 across Europe seems to stall. Some crackberry members state they have already got an OTA update in Europe (and Germany) but nothing proved. For myself, I've autoloaded the latest official 10.3.2.2339 w/o any troubles.

Concerning the activation lock, i assume it's the antitheft/"killswitch" feature aka "blackberry protect" (comparable to iphone and android, http://helpblog.blackberry.com/2015/06/getting-started-with-anti-theft-protection-in-blackberry-10-os-version-10-3-2/) but as far as I know it became mandatory by law in some states of the US (e.g. CA, Section 1 (g), http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140SB962).

Telekom should already started the roll-out of 2339 on July 11th (can't verify that).
