iPad Pro 9.7" :: FiftyThree Paper is my killer app

I expected that OneNote would benefit the most from Apple Pencil. But it's FiftyThree Paper that is working just perfectly for me. This app has transformed from paper notebooks skeuomorphism to an idea collector. My use case is that I can shoot whatever photo I want and then annotate it. Brilliant. This might even change the way I do presentations.
I have used Paper before. I even did a full workshop on it. But I never had a decent pencil. The one that FiftyThree makes isn't precise enough, not by a margin. But with Apple Pencil we are talking.

Is there anything similar on Windows?
I recently got a Surface Pro 4 but find myself not using the pen as much as I would like to.
Since I have the SP4 (which is disappointing) I am hesitant upgrading my iPad Air2. Tried the 12" iPad Pro but returned it and kept the surface back then.
OneNote can do that. And I am sure there are more.
If you have both an SP4 and an Air 2, you are already over the top. Don't get more.
I was thinking replacing them both with the iPad Pro.
The Surface Pro continues to have problems with external displays and sometimes the power management that can drive me crazy. I would love to love it. But I don't know why they are not getting this device under control. Don't even let me start ranting about the docking station.
So far I needed to carry one, sometimes even two laptops from the clients while also needing a PC of my own (can't do my own work on the clients' machines). This is where the Surface Pro came into play. Great power / abilities in a very small form factor.
That need is going away now, so I am thinking to change.
Yes, Paper looks very nice. Does it's content sync to other devices? Is it available on other platforms? I would like to see a PDF export, but maybe I have just overseen this option.
It syncs. iOS only. Export to PDF, PPT and KEY.

For single ideas use the Share feature.
I tried this first. This is why I ask for other export formats than pictures. Share seems to be somewhat limited.
Ok, all in all I do not regret, that I have paid for GoodNotes... :-)
any advice on the pen? should one go for the Apple one, or the fiftythree one? or Bamboo? or? thank you
