I was a heavy user of OneNote until they changed architectur and suddenly required you to store your Notes on OneDrive only. Unfortunately blocked by Corp. IT. Made me move and switch to Apple Notes completely. Like it a lot for its simplicity, low distraction and powerful document scanner function. Notes sync across devices works fast and flawlessly. So, no point going back to OneNote.

That is funny. Corp IT blocks access to OneDrive but not to iCloud. Apple Notes is nice, if you only have Apple devices. In that regard it is like all the Samsung apps.

If I understood everything right, on iPad there is only OneNote whilst for Mac or Win10, there is OneNote2016. So, if I want a notebook which syncs across platforms without living on OneDrive I am back to Apple Notes - correct?

If you define "across platforms" as "multiple Apple machines with Apple cloud but without Microsoft cloud", yes.
