I like to run my system in English because it is often easier for me to understand than bad German translations. However, I would like to have all my region settings in German. Think formats for numbers, date or time. That is easy to change in All Settings.

However, you cannot set the region format of the Welcome Screen this way. Here is how to do it:

  1. Hit Windows-S and type: intl.cpl[Enter]
  2. Select the Administrative tab
  3. Click the first button "Copy Settings"
  4. Select the checkbox "Welcome screen and system accounts"
  5. Click OK

Windows will prompt you to reboot. Enjoy the proper Welcome Screen.
